David J. Gray

David J. Gray has served as Senior Vice President for Finance & Business/Treasurer at The Pennsylvania State University since February 2012. As Senior Vice President for Finance & Business, David is responsible for the management of Finance & Business and the strategic planning process for the unit, which includes the offices of Auxiliary and Business Services, Commonwealth Operations, Corporate Controller, Diversity and Inclusion, Enterprise Project Management, Information Technology, Internal Audit, Investment Management, Organizational Change Management, Physical Plant, and University Police and Public Safety. He also leads financial, endowment management, business and administrative activities at all Penn State campuses. In this capacity, he serves as a member of the Board of Directors for the Penn State Health, the University’s academic medical enterprise. In addition, David serves as a member of the President’s Council and the Board of Directors for the Corporation for Penn State and chairs the Penn State Investment Council.

David brings a wide range of experience to the role, much of it in higher education. He served as Senior Vice President for Administration, Finance, and Technology, and University Treasurer for the University of Massachusetts from 2009 to 2012. This role is the chief financial and administrative officer for the University with broad executive responsibility for operating and capital budget and planning, treasury functions, information technology services, human resources and labor relations, accounting, real estate, procurement, and risk management. While at UMass, he also served in the positions of Chief Information Officer and Vice President for Information Technology (2000 – 2008) and as Chief Executive Officer of UMass Online (2003 – 2008).

Prior to his time at UMass, David served as the Vice-Chancellor for Information Technology for the Pennsylvania State System of Higher Education from 1995 to 2000, and as the Assistant Vice Chancellor for Financial Management from 1990 to 1995. David also served in various administrative, policy formulation, and financial management posts for the State of New Jersey and Commonwealth of Pennsylvania.

David received a Bachelor of Arts degree in political science and a master’s in public administration from Pennsylvania State University.

David currently serves on the Board of Directors of the Pennsylvania Chamber of Business and Industry, the Chamber of Business and Industry of Centre County, the University Corporation for Advanced Internet Development/Internet2 (serves as chairperson for the Audit & Finance Committee), and the Centre County United Way. He has also served on the Board of Directors for the University Professional and Continuing Education Association (UPCEA). He has been active in EDUCAUSE, NACUBO, and a variety of professional and community service organizations.
