Richard S. Sparrow

Richard Sparrow currently serves as the Acting Chief Information Security Officer for Penn State. This includes oversight of security operations, privacy, information security compliance, and identity and access management. Richard previously served as Director of Security Operations in the Office of Information Security at Penn State. In this role, he led a team of IT security professionals that advanced security services, provided security consulting and architecture, and developed enterprise security operations. Before his role at Penn State, he worked in the Information Security Office at Virginia Tech as a business manager and in security operations. Projects include implementing Duo 2-Factor Authentication, developing a security liaison program, creating an enterprise-wide patch management system, and completing an enterprise password change project. Rich leads Penn State’s CISO Advisory Board and regularly participates in the Big Ten Academic Alliance Security Work Group.  Rich was a member of the 2018 EDUCAUSE Security Professionals program committee.

Current priorities include projects transforming threat detection, implementing an information-centric strategy, and ensuring operational excellence. Areas of interest include the development of operational KPIs measuring the effectiveness of programs in vulnerability management and threat detection, designing and developing incident response testing and training exercises, and developing teams. He is firmly committed to education as the best tool to help faculty, staff, and students protect themselves and the university from emerging cyber threats.

Rich is a graduate of Florida Gulf Coast University with a bachelor’s degree in Accounting.
