Joseph J. Doncsecz
Joseph Doncsecz assumed his responsibilities as Associate Vice President for Finance and Corporate Controller of the Pennsylvania State University on September 1, 2011 after being promoted to Corporate Controller on April 1, 2007. As Corporate Controller he is responsible for oversight of the University's system of internal controls, facilitation of all external financial and accounting control audits, and leadership of the University's cash, debt, and risk management functions, including coordination of all cash receipts and disbursements in accordance with University operating and capital budget plans and policies. He also serves as Assistant Treasurer of the Corporation for Penn State, Treasurer of the Pennsylvania College of Technology and in various other officer and authorized signatory roles for the University's subsidiary corporations. In his role as Associate Vice President he provides recurring reports to the Board of Trustees' committees on Audit and Risk and Finance, and Business and Capital Planning (and related subcommittees) regarding University accounting and finances. His corporate responsibilities also include financial, accounting and treasury advisory interfaces with the Milton S. Hershey Medical Center, the Penn State Hershey Health System, the Penn State Research Foundation and the Penn State Investment Council.
Joseph previously served as Assistant Controller from 1998 to 2007. In this position he was directly responsible for leading the University's payroll, taxation, cost analysis, property inventory, and research accounting service units. Additional areas of oversight and expertise have included the promulgation of policies to ensure appropriate external financial reporting and Federal cost accounting and endowment accounting practices across the University. He also facilitated marketing and issuance of University bonds during a period of significant capital expansion and still provides liaison services to external credit rating agencies, financial institutions and other purchasers of University debt instruments.
Joseph holds a Bachelor of Science in accounting from Penn State and an MBA with a dual emphasis in Finance and Marketing from the University of Pittsburgh. He is a Certified Public Accountant in the Commonwealth of Pennsylvania and a member of both the AICPA and the PICPA.
After graduating from Penn State in 1985 and prior to joining the University staff in 1994, he held accounting, auditing, and tax positions in Washington, D.C. and Pittsburgh, Pennsylvania. for several large companies including Touche Ross and Co., PPG Industries, and May Department Stores Company.
