David J. Gray

David J. Gray accepted an invitation for appointment as Senior Vice President for Finance & Business at The Pennsylvania State University, effective February 2012. As Senior Vice President for Finance & Business, David is responsible for the management of Finance & Business and the strategic planning process for the unit, which includes the offices of Auxiliary and Business Services, Commonwealth Operations, Corporate Controller, Diversity and Inclusion, Enterprise Project Management, Ethics and Compliance, Human Resources, Internal Audit, Investment Management, Physical Plant, and University Police and Public Safety. He also leads financial, endowment, business and administrative activities at all Penn State campuses. In this capacity, he serves as a member of the Board of Directors for the Penn State Hershey Medical Center and the Penn State Hershey Health System. In addition, David serves as a member of the President’s Council, the Penn State Investment Council, and the Board of Directors for the Corporation for Penn State.

David comes to Penn State with a wide range of experience, much of it in higher education. He most recently served as Senior Vice President for Administration, Finance, and Technology and University Treasurer for the University of Massachusetts. While there he served as the chief financial and administrative officer for the University with broad executive responsibility for operating and capital budget and planning, treasury functions, information technology services, human resources and labor relations, accounting, real estate, procurement, and risk management. While at UMass, he also served in the positions of Chief Information Officer and Vice President for Information Technology, Chief Executive Officer of UMass Online, and as interim CEO of UMass Online.

Prior to his time at UMass, David served as the Vice Chancellor for Information Technology for the Pennsylvania State System of Higher Education from 1995 to 2000, and as the Assistant Vice Chancellor for Financial Management from 1990 to 1995. David also served in various administrative, policy formulation, and financial management posts for the State of New Jersey and Commonwealth of Pennsylvania.

David received a Bachelor of Arts degree in political science and a master’s in public administration from the Pennsylvania State University.
David currently serves on the Board of Directors of the Pennsylvania Chamber of Business and Industry, the Chamber of Business and Industry of Centre County, and the Centre County United Way. He has also served on the Board of Directors for the University Professional and Continuing Education Association (UPCEA), and has been active in EDUCAUSE, NACUBO, and a variety of professional and community service organizations.
