David E. Branigan
David Branigan, CPA, is the Executive Director of the Office of Investment Management. He became the Executive Director at the time of the formation of the Office of Investment Management in 2000. As Executive Director, he is responsible for managing the endowment fund and planned giving assets. Dave and his internal investment team work very closely with the Penn State Investment Council, with responsibility for the hiring and firing of investment managers, as well as all matters involving asset allocation. Dave manages a staff of ten, including four investment professionals.
Dave has been part of Penn State’s finance administration for more than 30 years. He left the University briefly in 1994 to serve as Chief Operating Officer at Hirtle, Callaghan & Company in Philadelphia before returning to Penn State in 1997 to fill the position of associate treasurer. In this position, he was responsible for all University investments, cash management, banking relationships, and approval of all University contracts.
Dave holds a Bachelor of Science in accounting from Penn State. Prior to joining Penn State in 1978, Dave began his career on the audit staff of the Washington, D.C. office of Ernst & Ernst (now Ernst & Young). He is on the Board of Directors of the Ben Franklin Technology Partners of Central and Northern Pennsylvania and was a member of the Investment Committee of the Centre County Community Foundation for more than a decade. Dave also serves as the Vice-President/Treasurer of the Penn State Research Foundation.
Having been part of the Office of Investment Management since inception, Dave has provided oversight and guidance for the University’s investment programs. The endowment has grown from $500 million to $2 billion during his tenure. In addition to the endowment, Dave oversees the management of $100 million in planned giving assets, as well as approximately $3.5 billion of non-endowed working capital funds.
